2020年4月1日，印度標準局（BIS）發布了新增管控產品的法令。

2020年4月22日，印度發布技術性貿易措施通報（通報號為G/TBT/N/IND/44/Add.7），公布第4批《電子和信息技術產品（強制注冊要求）2012法令》產品目錄，新增12項產品，包括2項LED燈具產品、5項信息類產品、3項影音類產品和2項家電類產品，涉及產品有照明、鍵盤、藍牙耳機、USB外部硬盤驅動器、電磁爐、電飯煲等。

On April 22, 2020, India issued a technical trade measures circular (Circular No. G/TBT/N/IND/44/Add.7), and announced the product catalogue of the 4th batch of electronic and information technology products (compulsory registration requirements) 2012 decree, adding 12 new products, including 2 LED lighting products, 5 information products, 3 audio-visual products and 2 home appliances products. The products involved include Lighting, Keyboard, Bluetooth Headset, USB Type External Hard Disk Drive, Induction Stove, Rice Cooker, etc.

同時，通報還指出該新增目錄將于發布日6個月后實施，即2020年10月1日起生效。

At the same time, the circular also pointed out that the new catalogue will be implemented six months after the date of promulgation, i.e. effective from October 1, 2020.

目前，印度已就《電子和信息技術產品（強制注冊要求）2012法令》發布4批產品目錄，將56項信息、家電、影音、燈具產品納入強制注冊要求。對于這些產品，法令要求必須在印度BIS認可的實驗室進行相應標準的測試及注冊，本體或外包裝上加貼BIS標志等。

At present, India has issued four batches of product catalogues under the Electronic and Information Technology Products (Compulsory Registration Requirements) Act 2012, bringing 56 information products, home appliances, audio-visual and lighting products under compulsory registration requirements. For these products, laws require that testing and registration of corresponding standards must be carried out in labs recognized by BIS in India, and the body or outer package shall be labeled with BIS logo, etc.

本次新增產品2020年10月1日起生效。在過渡期內國外制造商在印度的代表，如聯絡處或辦事處，可以對已經獲得注冊號的產品貼上Standard Mark以便于清關，如下圖所示：

Apply

使用專用的申請書，并準備相關文件向BIS新德里總部申請。

記錄

Record

BIS將對查申請者提交的申請文件和資料進行審查，如手續完備，將申請記錄在案（申請者須交納相應的處理費）。

BIS will review the application documents and materials submitted by the applicant, and record the application if the procedures are complete (the applicant shall pay the corresponding processing fee).

初次工廠檢驗

Initial Factory Inspection

BIS將指派不超過2人的官員團赴工廠檢驗，而申請者也需承擔官員團赴工廠檢驗的差旅、簽證費用等開支及相應的檢驗費用。

BIS will assign no more than 2 officers to the factory for inspection, and the applicant shall also bear the expenses of travel, visa, etc. and the corresponding inspection expenses.

頒發證書

Issue Certificate

如果初次檢驗和測試結果合格，且申請者同意認證后執行BIS認可的檢驗測試方案并支付BIS標識費，BIS可以向申請者頒發證書，證書有效期為1年。

If the initial inspection and test results are qualified, and the applicant agrees to implement the inspection and test scheme approved by BIS and pay for BIS identification fee after certification, BIS can issue a certificate to the applicant, and the certificate is valid for one year.

監督

Supervise

BIS將通過對執證人的常規監督和對工廠、市場上的樣品進行突擊檢查和測試，監督其認證產品的質量。

BIS will supervise the quality of its certified products through regular supervision of the executors and surprise inspection and testing of samples in the factory and market.

印度作為目前全球疫情最嚴重十國之一。印度總理莫迪卻宣布重啟經濟，從5月25日開始恢復國內航線，開放工業、商業、商店和寫字樓等，6月1日將解除長達62天的全國性封鎖措施，同日開通旅客列車。

同時，因為疫情影響，疊加國際航空運力大幅下降、海運周期延長以及碼頭工人減少等因素，清關裝卸效率預計會有所降低。
